It's like saying: "People with 300 ping are allowed to play, but if they are punished because of lag, the ban will not be removed." I understand how hard it can be to moderate fast-clicking methods, but I don't think this is the way :).

I don't think that's a good solution. Making it allowed or not allowed is both probably fine, but making it in between is a bit weird. I don't think it should be allowed if people who do it can get punished for it. That just doesn't make sense to me.
