If you look closely at the sign, it mentions a dragon pass, which makes me wonder if the server will be pay-to-play (like Mineville and Pixel Paradise games)

Yeah that server has appeared in the past. However, for a reason unknown to me, it disappeared for a while before re-appearing last week.
