That's pretty good because there are probably a lot of players who are using auto clicker but claim that it's just drag clicking.

Making it allowed or not allowed is both probably fine, but making it in between is a bit weird. I don't think it should be allowed if people who do it can get punished for it. That just doesn't make sense to me.
