If you make it hard to get to, then a small jump boost or something cool which won't really make you get a huge killstreak and stops when someone kills you isn't too OP.
No, you have 30 seconds to tag someone. After this or earlier if you have left then you will stop being "it" and another person will be. If you tig someone within the time then you will no longer be "it" and they will be. Around 10% of a lobby can be "it" at one time.
But there would be multiple "it"s at any one time. Say the lobby is Freebuild and has 20 people, then 2 might be "it". Say it's EggWars lobby 1 at a peak time and has 70 people on then 7 people will be "it". This means it's fine if someone doesn't want to play but is "it".
There's no obligation to tig another person if you're "it" and it doens't have any effect on you other than maybe giving you something to show you're "it" so I don't think it's going to be terrible for someone if they're tagged and don't want to play.

This sounds really enjoyable. I like how you've thought about the donator wools too. Instead of "Catchers" and "Catchies" what about "Catchers" and "Runners"? Additionally, when some is caught then would they become a catcher?
