Yes it's reportable as long as you warn them. Adding a cool down isn't really gonna do much, the person could just spam you in global chat, or alternate between the two to bypass it. Just warn them that you'll report if they don't stop.

Me and a group of friends have been doing organised uhcs every week for the last 5 months, it's actually quite simple :P Just might not be too great on cube uhc, seeing as it's very broken.
