I Totally agree with this idea, even though I'm sure people will not read these rules, it may get rid of the excuses that you have mentioned, I think having it in multiple languages will also help a ton, as people may not speak just one language, which is common. This seems like a good idea, I'd love if the staff team encouraged players to report more hackers, It'll actually help the server a lot more and add a cool aspect of getting rewards for it, There may be many negatives about this idea, but I'm sure the team can fix these :P
