He means if people would be spraying splash potions all over the place, that would cause some lag. If they were drinkable potions, I really don't see how it could harm the server however. Considering everyone can just do /day anywho, I really don't see why not to implement it.

Maybe something like one random week a month there would be this as a bit of a "Public Event". Would attract some more people to the server and be a great inspiration for some people to jump onto CCG and throw people into a hole using a shovel.

Pretty much any mod that does not affect gameplay is allowed. Mods such as shaders, optifine, VoxelCam, camera studio, etc. are allowed. Since ArmorStatusHD doesn't actually give anyone an unfair advantage (It just lists the durability of your armor), I would say it is safe to use. Minimaps...
