I'd go with the G4560. If the options were the Pentium and an i3-7100, the decision would be much more difficult (3.9GHz? Dang!).

What's included in your budget? Just the computer, or peripherals as well?

If you record with Nvidia Share, neither build will have issues recording. Unfortunately, Share's audio capture isn't the best. If you want to use OBS or some other recording software that encodes on the CPU, you'll want at least an i5 (with an i7 being preferred). What's your budget?
