I think this is a good idea because if you are not calling with your partner you can't communicate with him.

Also you could put the "parties" to make team easier.

The "inter lobby" messages I think that should be allowed so you can communicate with any friend or member you wish! I have a friend which I've met in a sw game and I would like to play with him but never found him again!

Like BlueMoon475 said they are working on it because this has been suggested ages ago and they kept on getting suggested so don't worry they are working on it. there is a reason cubecraft is going up so fast it's because they like to make stuff better than other servers and that takes time.
