I haven't seen anyone suggest this, and thought this might be a cool idea.
So, along with all the food in the food shop, you could buy water bottles for $10 each. You have 10 thirst. Every minute, you lose 1 thirst. Drinking the water will replenish 2 thirst bars. As with hunger, thirst will decrease faster in the shop. You could have a scoreboard indicator or a chat message every 15-30 seconds saying your thirst level, so that people do not always die of thirst. If you have no thirst bars left, you will slowly take damage until you die.
Maybe the builders could add a few pools of water around the map. Using a vanilla feature that allows you to fill empty bottles with water, you could fill your water bottles up here too.
I had this idea because some people just sit in certain unknown spots and just shift and almost never get found (unless they run out of hiding.) This also goes for shop camping people, because they themselves will eventually have to go inside and buy water to not die of thirst. If anyone else is shop camping, they'll know what it's like to be a victim and may eventually stop. This in my opinion would really make it a bit more challenging so that you don't just run around popping chests until you have thousands of coins to go buy OP gear, as water won't spawn in chests like bread does.
