most players cant record video while playing and get video required evidence (including myself, which is why im writing this) which is why we need to be able to move to the next best thing: Photo Evidence. Example : http://imgur.com/a/IOzZL this was taken minutes after making this. at least a requirement of 1 clear photo or 2 - 3 photos should be used to make the evidence clearer.

I don't agree with this because it is very easy to photoshop. And people can use it as an exuse aswell. You need to be 99-110% sure that someone is hacking when you decide to ban them for it. But with screenshots you are not.

The problem with screenshots being used isn't because they aren't clear. It's because photos are a lot more easy to edit and change than videos. So, obviously, people could report players who haven't done anything wrong using edited images.
It's also not hard to aquire screen recording software... Bandicam is free and easy to use and, if you're using Windows 10 (not sure about other versions), you just have to press the Windows key + G to start recording.
