I don't get this issue on chrome.

Also notice that the bar on the right has significant delay in scrolling.

Yeah I had this problem yesterday. I can't seem to reproduce this error today.
I was using Chrome

Seems to be an issue with hardware acceleration, should occur in every chromium based browser
