Java Cant' use Cowboy on active city parkour timer

When using gadget cowbow on players running the city parkour in Java, they can just step on the pressure plate, and activate the timer on the parkour and use the cowbow gadget on a player and jump of where ever they want to and get that fast time, and in that way cheat to getting better time.

I want cowbow gadget to be disabled on active timer.

Or use the Ender bow. With this gadget, you will have a time of 1 second. I'm trying to get a time of 0 seconds, lol.
