You have to have proof of the video and then you can report it at:
https://www.cubecraft.net/forums/report-a-bedrock-player-or-bug.88/ with a video of the player hacking, I recommend posting the video to YouTube unlisted so only people with the link can see ur vid, when you’ve posted it, copy the link and then go to the website I’ve linked above to start a post, press the paper clip looking icon in between image icon and the 3 dots and paste the url, then type something along the lines of “vid here” and when they press it it will take them to the video :) - Adam
