the intel I3 is a little bit old, so may it's the processor problem, due MC uses lots of RAM & processor, if you use "shaders" you will use a lot of GPU (Graphic Card)
The i3-4130 launched sometime in 2013; it's hardly old. Each new generation of Intel CPUs since 2010 has contained Core i3's, Core i5's, and Core i7's (as well as Celerons, Pentiums, and Xeons).
Minecraft is heavily single-threaded, so it'll have no problem running maxed out even on a modern Pentium. However, game performance won't be that great because the Pentium will be overloaded with background processes (OS processes, other programs you have running, etc.). Unlike a Pentium, an i3 is able to handle 4 threads at once. It's not as good as a true quad-core, but it's a lot better than a normal dual-core. I built a gaming machine for a client that had an i3 and a GTX 950. The 950 took a while to ship, so before it got here I tested Minecraft with just the i3 and integrated graphics. On max settings (16 chunk render distance), it never really dropped below 80 FPS at 1080p. In fact, most of the time it was over 100.

The i3-4130 launched in late 2013. It's hardly outdated. OP is experiencing poor game performance, which is likely a result of running the game on the CPU's integrated HD 4400 graphics. Installing a dedicated GPU will substantially increase performance.
