Or did you mean 'instead of looting chest' rather than "while looting chest", which seems more likely with your first sentence.
If you meant the latter, that is actually a feature of vanilla Minecraft. There is a hierarchy of actions to do when the user inputs their 'use' button. Interactions with blocks in the world (like opening a chest, switching a lever, clicking on a sign or opening a door) come first, then interactions with items in you hot-bar come second (e.g. pulling back a bow, placing and picking up up a water source, eating food, wearing armour or placing a block). A further complication is the off-hand slot, which basically will only be used if the other two aren't applicable.
The usual way to combat this is to hold shift, which allows you to for example place a block on a crafting table or eat food whilst looking at a chest without opening the UI.
All bugs should be fixed if possible. Don't just throw it under a rug and act like it doesn't exist.

I wouldn't really see this fitting under support. If anything, suggestions is the next best place over the bug report site imo.
