He is not much different than any other rulebreaker. He's just a glorified hacker.
IP ban should be the most effective, however there are risks to take like you mentioned.

I personally dislike xTurtle because he inspires a lot of people to hack and rule break.
Plus his content isn't even good..
If he gets IP banned, I do not mind.
Rip the people who lives with him, and plays MC.

IP banning may also randomly ban Cubecraft players that live close to xTurtle.

He also uses multiple alt accounts. But, IP banning would be risky to do.

There are many people who like to use illegal clients only for he, my serious opinion that they do not allow the entrance to the server.

Bo server has really stoppe him. He is still hackin freely on mineplex and hypixel etc.
That's true, but it's not always nice of him he's hacking on servers, also CubeCraft. so i think he really needs to stop with it and get banned.
