Flint and steel don't slow your enemy down.

It does, if you're on fire you can't run away as fast because of the fire's tick damage

Lava is to slow down, flint and steel does the same.

I think they should keep it in the other two modes, but if they decide to keep it in basic, they need to make it really rare.
