The reason that you can't use /fmsg when you are muted is because they wanna punish you for something that you did wrong and you need to see what you did wrong.So you will not be able to talk to someone else because they wanna give you some time to think about it

No. You are supposed to be unable to communicate with anyone while muted. An option to fix that would be to give a person a message like this: "The player you tried to contact is muted and will be unable to respond."

If we allow people to /fmsg when muted, what's the point in muting them if they can still communicate? They won't learn their lesson, and muting would be pointless as some players only talk to their friends.

Yep agree with @Zombiepower, they are trying to show u did something wrong like swearing or caps or something!
