Java Small change to the community loot reqs

OK so I was looking at the community loot requirements and one of them is "No 1.9+ blocks"

Now that the network is 1.12.2, that needs to be switched to "No 1.13+ blocks"

Edit the post, it should actually be no 1.13+ blocks. The network is 1.12.2, so 1.12.2 blocks are fine, I was just being a dingus
