I feel like you shouldnt have to see the spawn location popup if you dont have the rank, you cant choose any other option than random and it takes a bit more time to spawn in. Also if you dont click random and you accidentally choose another, youll be sent to buy it. Yea, it may want ppl to buy it more but if you cant/wont buy it, it should just not be there. Same with the clock item, although that can be fixed by moving it to another slot.
