There's a number of problems with this.
First of all it's simply unnecessary, staff go through all Website reports relatively quickly. This ensures any rulebreakers who got reported get punished. In case you're talking about in game reports, there's already a system in place to ensure Bedrock staff don't get overwhelmed by reports. It works quite well, and doesn't need anything like this. Ontop of that obviously there's no evidence required to use the report command in game.
Secondly, this would be overly complicated of a system to code, maintain, and, most likely, would result in a lot of confusion for staff members going through the reports. Even if it was a good idea with no flaws whatsoever, this fact alone would mean it simply wouldn't be worth the effort of coding and maintaining this type of system.
Thirdly, this could be abused relatively easily. Imagine a popular person is cheating and gets reported, then gets all their friends to downvote it to either delay or prevent a staff member from viewing the report. And that isn't even considering the fact that a lot of people are fairly bad at spotting hackers, meaning the entire system would be fairly unreliable compared to what's currently in place.
