Yes potion/armor durability mod is allowed. I don't know if toggle sprint is allowed.

I would assume that you are allowed to use mods that do not give you an advantage over other players.

Any mod is allowed as long it doesn't give you a complete advantage against other players. Mods like Optifine, ArmourHUD and such are allowed, however clients like Huzuni are not.
