Why I can't drown in the water ? (Free Build)

I wanted to made a limited time puzzle underwater with water breathing potions but when I test it I didn't receive any damage when I get out of air (I set it public in survival mode to test it).

I suggest you make a bug report at https://reports.cubecraft.net/bug_report/create. If the bug is denied then for some reason, it's meant to be like this (possibly because people just drowned anyone who visited the plot).
