You should explain more what an environment changer is
For me it sounds like a mod or resource pack that changes your clouds, sun, moon, rain & snow textures
IF that's the case, then such a mod / resource pack is allowed

PSA: If you're playing the Picnic map on SkyWars Squads, if you are in team 1 (one of the first 4 players to join), you automatically lose the game because for some reason, there's no base there. So avoid the map until it's fixed
