I disagree with adding them at a certain level, as level is amount that you play. Buttt, maybe if you reported f.ex 100 cheaters you could get a "cheater catcher" title or reward for that. I think a kind of reward for taking time to make forum reports would be good, as I sometimes spend an hour...
