All non-minecraft block things on the server are just some dummies with skins. Meaning if you were to get your hand on one of them you could run around as e.g. a lucky block.
As Felinesheep1982 stated, there should be a message displayed when using the repot command on bedrock. Either informing the player that the command is not usable yet and/or telling them how to report someone.

If you want to avoid hacker try to play the 2-,4-player/mega version of the game. Hackers are less likely to play those as the have lower chances of winning and they are not the kind of people one would consider "teamplayer".
If you encounter a hacker you should always do the following:
Press Win+Alt+R: This activates the internal screen recorder of the gamebar. Rdcoring the incident will allow you to use the fooage when reporting that cheater
Follow the hacker in spectator mode (if you already lost)

In the earlier version of this map the main platforms were mostly one layer of blocks, this allowed for the quick creation of some easy defence. Due to the short distance and there being basicly no obstacles the enemy could rush you ASAP. Making defencive structures something to be avoided...
I know people are working and as a devolper myself I know it can take some time, but it is really annoying. Apart from one i met these cheaters within less than 45 minutes.
