This is a good idea because, unless there is a super strict rule, the spam won't stop. I think a sign is a good idea, but other ways to get the message across could also work, like messages in chat reminding people to not spam requests to the rank(s).

This is a good idea I belive that your idea is better because not everyone may see a sign but as long as you have chat on I think that this is a good idea :D
