Can you still fmsg while muted?

I fmsg'd my friends like 4 times but they don't react. Are they just not replying or is it not possible to fmsg them while muted? The message from me -> them is totally visible for me

You can't use /fmsg if you are muted which is why they can't see your messages

I can understand. But wouldn't it be clearer to just display the muted message restriction instead of the actual message cause it can be confusing as it was still just there as if it was sent
