I have various reasons however one reason that players have not considered is moderation. Giving customisability to users ends up in a world of chaos for moderators when users start abusing that ability and creating miniatures with... Hitler or Naked skins, per se.
"We could add a /banminiature comm...". No. That's just too complicated and for such a small moderating team who are moderating an absolutely massive network. Also, it'd just be more work for the developers of Cubecraft to develop such a command.
"People aren't that immature". Trust me, some players find easy ways to abuse every single feature we give them. I went onto another Minecraft server which have customisable names for their pets and I saw an inappropriate pet name in the first lobby I joined.

Well, I agree on that people might would make miniatures that look exactly like other miniatures from other packs. This is the only issue with this suggestion. And if necessary, players could be able to report miniatures. Like as example at reports.cub... players can report players, can report skins, can report names and just a lot of other stuff, so why not adding reporting miniatures as well? But tbh, there are just two packs in the store currently to buy. And you guys could make that this miniature is only exclusive to obsidian rank or emerald rank or something, that not many players are able to have it. Nobody would spend 160p just for a miniature. And as I said, the only issue would be faking miniatures. There can't be any "inappropriate miniatures", how is an armor stand able to have a skin. It can't be a "naked" skin neither a miniature having the swastika icon or anything like that. An armor stand doesn't support skin functionality, and if mc would add in some update that you can set your skin on an armor stand, then I'm sure there is a way to bypass that. And the miniature names wouldn't be an issue either, just making it that all custom miniatures would be called "My Miniature" so players don't have any affect to the name. And I'm not trying to push CC to do that or anything, if that's a bit on the large side for CCG, then it is. But we players, those who can't rule about anything and just suggest stuff, aren't able to do anything about it. You guys rule that, and this thread was just an idea. What I'm trying to say is, nobody is forced to add this idea, but it would just really be a big hit.
I agree with the fact that naked miniatures could probably not be created but there could always be swastika skulls or Hitler skulls which are not permitted. Also, I really do know that some players are very creative and could probably find a way to create other inappropriate miniatures.
It'd just be an annoying extra to moderate. Also, it'd mean that developers would have to work on moderation commands for the miniatures which would probably take time.
It's so much simpler to create pre-set miniatures which everyone can use and buy.
