Don't really know about this one, could be usefull for hackers like you said but it could maybe cause some problems. The best thing to do is record every game you play at the beginning of the game and when it's finished and you didn't face any hackers you can simply delete the evidence, if you did face a hacker you can report him. Spectating would in my eyes make no sense because you can't specate all the players of the map, just like ingame where you can't see the whole map. It's a 50/50 for me.

If you're dead, you directly go in spectator mode (gamemode 3) :P

When you are back to lobby, however there could be a command like /spectate [Players IGN] or something similar, which shall allow you to getting back in the game to watch that player continue the game.

first of all, if you can Join any Random Skywars Games that is pretty good, I think this is good because you can find/Record and Eliminate Hackers easier

certainly for the staff members, they can easily go to Games to Punish the Hackers.

In my opinion, Spectating on Skywars would be a beneficial thing to add.
I have thought of a couple a general plans on how this might work:

You can find the plug-in suggested by Survivors here. This plug-in doesn't let snowballs, arrows, or eggs break when they hit the spectator to keep the game fair.

But it's to op if your friend was with you you can tell where is he hiding or what is he wearing this is to op in my opinion :/

Players and staff cannot go back ingame. It's how the server works. Nobody can join once a game has been started, so that's why it's not possible to join the game back.
