i wouldnt know that much since skyblock isnt my main game but try looking in the help gui for the npc that spawns on your island

Yes, fortune does work on crops, and you can use any tool (e.g. breaking crops with a fortune pickaxe). Each level of fortune gives a +10% chance for a double item drop.
