I'd be okay with it if players couldn't see the requirements at all until they meet the minimum account age requirement. Having a separate page with the requirements as some of you have mentioned, seems like it wouldn't fix the problem at all. It'd just place that info that causes the problem in another, just as accessible, thread.

Actually, we sort of do, just look at the amount of likes on the helper application compared to how much helpers in total there actually were. There also was a message somewhere that in total they've received over 12000 applications, though I can't find it.

+1 for that idea by Chaos as everyone should be able to view the requirements to become helper, but only those who meet the requirements should be able to view the link. Maybe this would come in helpful for Youtube applications bc I've seen Youtubers with just 10k subs, sometimes even 1k, trying to talk the staff into giving them the rank.

The only changes would be, the application is linked to your forums account so the system knows you have not meet the requirements thus not being able to submit the application.
Be it x/x messages , x/x successful reports, x/x joined time etc.
The [submit] button is visible but not clickable, it would state "Have you met all requirements?" or "Requirements not met"
[requirements] will be a hyperlink to the requirement + explanation/guideline thread.

I'm just gonna close helper apps so people stop spamming us with horrible applications. /s

This is a nice idea, but I don't think XenForo supports it. Considering helper apps are sorted by volunteers with way too much time on their hands anyway *cough* @AnimalTamer1 *cough* and making something like this would probably require dev time (which costs $$$) it's probably best to leave it for now and wait to see if a better solution comes along in the future.

Another suggestion to decrease the amount of unqualified suggestions, suggested by @ChaosConjurer: We could add an encrypted spoiler which contains the link of the application you can only read if you meet the minimum requirements. The amount of reports you have wouldn't apply to this spoiler, since I don't think it's possible to link your forums account to your reports account.
If the spoiler says that you have to meet the minimum requirements before being able to see the link, that would fix the problem. This could also fix the problem:
