Resolved how to global chat whilst in a party?

I was playing with my friend and was in a party but I couldn't send a global chat even with the ! command, I think it sent to my team but it didnt send to the whole game. what is the command for this?

If you are in a party, you need to put 2 ! in front of your message (One will only make it team chat, two will be global)
