I don't think you can reach 17 cps with jitterclick since it's humanly impossible. The only methods that come to mind if you need to reach this cps would be using butterfly click or drag click (both involving double-clicking). Although, in my personal opinion, I don't see the need to reach such high cps. Around 10-12 cps seems quite sufficient for anything like clutches, pvp, etc. One common mistake I see in people playing pvp is trying to achieve the maximum cps possible, neglecting aim and other aspects that are much more beneficial in a 1v1 situation. As for not being able to move the mouse correctly while jitterclicking, it's something that often happens when you're just starting. I myself started jitterclicking a few years ago, and it was challenging to move my arm while clicking. The key is to get used to it and never force yourself to do it :)
