+1 but the minimum age an account can access applications at is 3 months and no user under the age of 13 can access them. Also, if they are given a link to an application by a user that has access to them, then limit the number of posts they can post per day until their account is 3 months old to somewhere between 10 and 20 (excluding profile posts) their supply of posts refreshes at midnight (their timezone)
I do agree with the account age restriction where you can only see the helper apps page once your account is 3 months or whatever cubecraft chooses to make it (2 months, 4 months, 74 days 4 hours and 27 seconds or whatever).
The 13+ thing is irrelevant, people can lie about their age. Look at any given user, is there any way to really be sure that the age they chose to put is theirs? And you don't even need to put an age in at all.
And a daily post limit would be terrible. What if you have a few busy days and then come back on the forums and want post on some stuff that was discussed while you were gone, but no only 10 posts per day!
You're talking about a country where the president isn't elected by the most amount of votes, but how quickly their supporters vote. Of course it's going to be messed up.
Do you even know how the presidential election in the US works? I don't know who told you that the "quickness" of votes counts but you've been misinformed.
