Does this need to be in the game?

What i mean is, if a player has chat disabled, and someone says their name in the chat, that that player who said it would get a notification, something like 'xxx has chat disabled!' so they know that that person wont respond.

You mean the chat disabled in the general game settings?
I doubt whether Cubecraft has access to that.

You can disable the chat using the settings menu:

isnt disabling chat already a thing
I think i said it wrong, what i mean is, should you have the chat setting disabled from the server (not the MC option) and someone tries to say your name, that player would get a notification 'xxx has chat disabled!'

To be honest, I have a habit of setting my birthday back like a decade too when signing up for things. It started with Kahoot! when little me discovered that there are less features for minors.
