Then too many people receive this tool.I think 100 is a little too much, because then a hacker could hack on the server for atleast a week, and 150 maybe multiple.

(Also how would players become trusted? By getting reports? At the time they hit the point to be trusted, they would probably already have the amount of reports needed to gain permission to the /report command)
Too many people have 30 reports. I myself have 218 reports.I agree, but I would also suggest lowering the accepted reports requirement to 30. Reports, if done well, take quite a while to record, trim, annotate and upload.
