The chat and /msg was disabled during the countdown period because people would spam 'op op op!' in chat and directly to ranks (at least I believe that is the reason). And I am pretty sure /fmsg works. I have used it while sitting in the cages and there is no reason for it to be disabled.
I would only like for team chat to be enabled in team games, not solo. The waiting to drop time is a good strategy time for saying 'I'll get iron and build mid' or 'I'll get obby' (for eggwars obviously, same principle for anything else). That way your teammates know to leave that alone for you. So +1 to enable team chat only from me.

I don't think it's a that bug problem tho, it's just 15 seconds without talking.
Most of the times I play with a team, I am in a party and I can still simply communicate in the party chat.
And yes, this could be usefull if you're playing with strangers just to tell them you need to iron first because you need to rush for example, but I don't think it's a that big problem honestly.
