I think that it's a custom plugin, I never seen it on Spigot, maybe it's just a public plugin, I'm not sure XD I can make a similar plugin, but I think that it will take some time xd

If you want to use images in your server use this plugin it also supports gifs

You can actually use ImageMaps, i think it is compatible with 1,7, 1.8 and 1,9 (https://dev.bukkit.org/bukkit-plugins/imagemaps/)
