If you don’t have access to /report you can report players through reports.cubecraft.net
The reason why stone rankers don’t have this perk was because of the incredibly high amount of reports staff received through the command everyday. Most of the reports being false reports.

As other responders have already said, we welcome reports from players and doing so is completely free as you would expect. https://reports.cubecraft.net will allow you to report a player on our Java network (and is the best way to report a player as your report is guaranteed to be seen). The /report command is a convenience feature or shortcut that has no such guarantee of being seen, I think currently we're able to get to around 50% of reports made this way (this would be far lower if we gave that perk to stone ranked players). If you are on our Bedrock network, there is a subforum you can use to report players.
