i am muted for targeting what does that even mean

According to the Appeals site, you have not appealed your mute, but you were muted by Moooofin for a "Targeted Chat Offense", as the second punishment was a permanent mute for the same offense "Targeted Chat Offense". @Diogo was the one who muted you.

It's when you type something in chat dorected to another player. What you are typing can be swearing, death wishes,...
Just make sure you don't swear in chat or other things that could be considered breaking the rules.
I also recommend you to read the whole page of Official Rules of cubecraft, to make sure you don't accidentally break the rules again ;)
