Ok, so, (dont quote me on this), I am the SIXTH thread addressing this issue, (and I'm sure many more on staff PM's), and the third suggesting a solution; (as long as you dont count "MOR STAF PLS MI"). The situation has become extremely overwhelming with the increase of hackers coming with the new punishment system.

My solution is a four step plan that I believe may cut down hackers by 30-40%.
Here it is:

Step 1: Changing the punishment system

This is the solution a couple of people have suggested already. I think theres not much more to say: Basically a month for first offense, a year for second offense, and perm for third offense (with an option to appeal for second and third). I think there is anywhere from about an 85% to 95% chance that it will be changed.

Step 2: A more efficient report system

This new and improved system would work as follows: Every report is assigned to a certain staff member (or multiple staff members), based on time zones per a certain staff. This works like this: Say, every report from 11:00 AM to 12:00 PM (subject to change), is assigned to, say, Stefanvid. Then, every report from 12:00 PM to 1:00 PM (subject to change), is assigned to, (again an example), DontYouDare. And so on. This way, staff members will answer reports efficiently within their specified time span for answering reports, for which they can work out with Mac their easiest time. The beauty of it is that even if a staff is on vacation or something, they can still hold to their time and write the names of the reported players down. But, you might say, 7:00 PM to 11:00 PM is an extremely busy time for reports! To that I would answer that multple staff members have their shift at that point and work our who does which reports

Step 3: A program to catch obvious hacks

This would work simply like on some other servers (no advertising). Basically, it can tell if somebody is flying (obvious and simple to code), or AntiKB (less obvious and more advanced to code), and immediately bans them according to the system (see Step 1). You might argue that it may ban a lot of non-hackers (aka laggy players), but it would be so easy to appeal that it wouldnt be an issue.

Step 4: More Helpful Helpers

First of all, I obviously dont mean that our current Helpers arent helpful enough. Of course our Helpers are great and extremely helpful. However, there is a limit to what they can do. They cannot mute nor ban, and therefore they have a hard time moderating lobbies, (which is not just a Mod job, see Helper application form). By giving Helpers permissions, even just MUTE, it would benefit the server greatly.

That is already in the works.

A helper could act good and easily abuse permissions. I think it's better if they wait for mod.

You do understand that a crazy amount of people apply for Helper and only a few get accepted.

I highly doubt anybody would go through trying to get Helper just to abuse it.

In addition, since every Helper becomes Mod at some point, it doesnt really matter if they can really Help the server now or later

Oh believe it alright. Some people may be power thirsty. What I'm trying to say is that no one will truly know what a person is thinking since we're all behind screens. Some people change once they get hold of power.

In addition, since every Helper becomes Mod at some point, it doesnt really matter if they can really Help the server now or later

The way I view helpers are like trial-staff, official but then again, not officially official.

As Zachary, a moderator, said: the report-a-player section is currently out of control. A lot of staff members are doing their best; administrators and moderators are punishing rule-breakers and helpers are filtering the useless/incorrect reports out by locking them.
When I read the title of this paragraph, I thought you would suggest that reports should have a template. There is a thread (made by Mac) which tells us how to report players in the correct way. Yet there are a lot of people who did not read this thread, think 1 screenshot tells enough or just report with their own, but incorrect style.
If we, the players, would just have to fill in some kind of questionnaire and every question has to be answered, there would be a lot less incorrect reports.

Now about your suggestion, I do not think step 2 would work out. In theory, it would, but it is almost impossible. Some staff members can't be online every day, or do not have the time to do their assigned reports. Another staff member could do it, but then the whole concept is gone.

I also think that the report-a-player section should be clearer for staff. Some player reports get lost between reports that have been treated. I think it was @Lezappen who came with the idea to move locked reports to somewhere else, which I fully support. With this, staff members would only see the reports that have not been dealt with.

I am sorry if there are huge typos. I wrote this on my iPad and I hate typing on a phone or tablet...

I have an idea - permanent ip bans for hackers. Cubecraft should see hacking as an attempt to ruin their server. Hacking is not something that should be allowed at all and punished severely. Hackers push away more players than cubecraft keeps by giving hackers second chances.

I think that's why they are searching new staffs from different timezones. And by the way, who's Stefanvid? :P

If this step bans innocent people, like laggy players and Pro PvP'ers but people think they the use Kill-Aura. Then is this step not a good idea. They can try this for 1 month. If they see there are too much innocent people that are banned, (You'll wonder how they will know this? Basically if they make an appeal and how they react in it) then they can modify a bit.

Helper is just a test period how good you can work with the community, how you should deal with hackers, etc. It's just a test period of a sertain time.

Seeing hackers is incredibly easy. Laggy players bounce around while hackers zoom around and fly like they have that command. Laggy players should get a warning but no punishment, but having a true, legitimate report on them hit harder, so if they aren't hacking it shouldnt be a problem.

It is much harder for an anticheat to tell the difference between a laggy player and a hacker than it is for a regular player. My suggestion for an anticheat is that it would simply kick people rather than ban them so laggy players can still play the server if it picks up on them.

I think the Current one is fine... Now Staff Members can see if Hackers... Loyal or not. Its like a second chance to not Hack again... And if they do well.. A worse punishment

:/ Not enough Staff... And sometimes some Staff Members could have some plans for that time.... Like eating or going to School.. etc...

They're working on it but Hacks are always a Step Further... :/

It wouldn't help as some Helpers could maybe Abuse it... Keep in Mind that Helpers aren't really Staff yet... They're players learning how to be a Moderator...
So its not really smart to give them the Power to Mute or Ban...

Hmm, yeah, although i would also add a warning to the staff for every anti-cheat kick so they know, and if that player gets a legitimate report made against them, then it has a much harsher punishment, instead of outright banning the player right as they are kicked by the anti-cheat.

To address everything you've said -

1 - See my reply here in THIS thread.

2 - The report system is as efficient as it can be in its current form. We have a huge website overhaul in the works which includes a brand new report system which will hugely decrease the time it takes for reports to be dealt with.

3 - 'A program to catch obvious hackers' is easier said than done, and also rarely a perfect system. Not something I see us adding in the near future.

4 - Helpers have limited responsibility for a reason. Their job is to HELP and learn what it takes to be a Moderator. It also allows us to gauge how they would be in a full staff position before promoting them.
