I found a hacker, and recorded him, but cannot report him because I don't have a YouTube account.

No one is judging you, I don't get what could possibly be preventing you from just making a Google account
it doesn't accept this because they can't see the footage of what banned them because it has a short time where it will stay on the sight

tbh i dont see the point in reporting a hacker on forums because in the 30 minutes that you spent figuring out how to report you could've been doing so many other things and someone else will probably report him anyway. there should be a way to report in game like /wdr Mkill14 Being too Good
I have one, I just am not permitted to create a YouTube account, as I am still technically property of my parents, who don't want me making a YT account =/
Firstly, everyone is, as you say "property" of their parents at any age. Secondly, I can't really help you, but I can say that if your parents are worried of that you're going to post, then can't you just make your videos unlisted, or explain them why you need a YouTube channel? Maybe they will understand(?) =P

Lately I’ve been much less busy irl, so as long as I don’t suddenly accumulate a massive load of homework, I plan on resuming the suggestions I used to make/had in planning hopefully sometime in the next week or so.
