The servers that were going to be blacklisted because they were pay-to-win are still not blacklisted. Reporting it doesn't help, besides, they are probably already on that list.May I show you the "Report a Minecraft Server EULA Violation" form,

Just like staff can't monitor each player to make sure they're not hacking, Mojang can't monitor each server to make sure they're following the EULA
