Hey! I came up with an idea for the server: Live chat.
Each helpme you make will have a certain number, e.g 1 for your first one, 2 or whatever. They will be permamently deleted when you close them.

Syntax: /helpme open How do you create a SkyBlock island? <shows player username>
Then the staff would do: /helpme respond <player username> You can create an island by using the following command: /is create . Do you have any other questions?
/helpme respond <number> No, thanks!
And they could either: Keep it, and for further reference do /helpme show <number> which would show the entire conversation, or they can do /helpme close <number> which would permament delete the conversation.

All staff across the network can see these, but I'm not sure if they'd need a log of these e.g /helpme admin conversations log .

Staff would also be able to ban people from creating helpmes, if they are being rude etc. There would also be a 5 minute cooldown.

I hope you take this suggestion into consideration!

This is a good idea, although it has been suggested before and it'll most likely be spammed.
But as you say, with some good rules and features that could be eliminated. I like it! +1

I think it would be extremely useful. If I may I would like to suggest a few additions to your idea:
  • /helpme on/off - This would be a command for staff members so they are not notified of any new 'help me' requests being made which would be useful when they just want to play a game and take a little break from staff duties (they're only human after all).
  • Maybe a feedback message to the person who sent the request if there is no staff member online, something along the lines of 'There are no staff members currently available, please wait and try again later.' just so the player knows they aren't being ignored.
I believe there is a plugin called 'ModReq' which essentially does the same thing you've listed, although I am unsure as to whether or not it is still maintained.

All that being said I could see the sheer number of requests easily overwhelming the staff. On a server as big as this the player to staff member ratio becomes extremely large in the player's favour meaning there are an ever increasing number of regular players for each staff member to have to deal with. I don't think it would be feasible, on a network as large as this one, to implement such a system as the number of players seeking assistance would simply be too great.

This isn't needed for a network of this size, it would be impossible to keep track of everything. Something like this is often used on small survival servers with 20+players not 20,000+
People are often friendly enough and will answer certain questions in public chat. Like the example you gave about skyblock. I feel like this would just give the players another way to abuse, if people want to get into contact with staff, we all have a forums account and they contact us through our inboxes, which are usually 50% appeals anyway.
