Guessing you're wondering to make it cross-version compatible due to swimming?

If I remember correctly you only start swimming differently when holding your sprint key, in which case they could just make you rubberband just like depth strider would on a 1.8 server with 1.7 ncp.

Apart from that, they were also able to change movement speed in speed eggwars without making it show up as a potion effect (if I remember correctly), same logic could probably be applied to swimming.

1.12 users could receive depth strider when in water to make it even,

1.13 users could get slowness when swimming (don't know if this would have an effect)

Info may be inaccurate, didnt do any research etc.

All I see is that sentinel is either going to do a lot of false bans or is going to be easily exploited. Also anything the guy doesn in the video you can do with a rod, or just looks extremely ridiculous. I right now am thinking of so many flaws with this. Using the megajump thing would kill you in non op eggwars or would kill if you don't land a water bucket. Not to mention you can just blast upwards then eat healing. No strategy in that. All the island hopping too with the trident too. All the things I saw he did didn't seem like they took too much skill.

Throwing an enderpearl, tnt jumping, elytras, jump boost and speed seem to be doing quite fine. Doubt tridents will not follow the same path.

We get new building blocks and items that can be used when appropriate (Tridents without every enchant for example), new mobs, bug fixes (no invisible riding entities, less shield glitches, picking up items into the offhand with full inventory, maybe less eating from the offhand?), the new swim mechanics which are great for minigames because it changes something for those that got bored over the years and requires them to adapt and, most importantly, it will be necessary to update to allow new players to join with the current version of Minecraft in the future.

I don’t believe anyone has said updating is pointless, in fact, I believe John said that the original plan was to update back on a post somewhere. 1.13 isn’t even released yet means it is impossible for us to even work on any potential server update. This has been explained again and again.
