Also , these changes were meant for 1.15 or 1.16 anyway. But I guess everyone got it changed far before even 1.13 was out

The changes he mentioned weren't actually official in the first place, they were just his ideas. The changes were meant to be for a future update (past 1.14) anyway, but he's heard the community's outcry at least.
