I suggest that

You put a limit to cps

When it rises below 30, do not count the hit.

And when it rises above 50 and stays above 50 for 5 seconds and above

Blocks the person

To determine who uses drag click

And who uses auto click

Because it's impossible for someone to play with a drag click.

And the fight proves his cps to be higher than 50 for a period of more than 5 seconds.

I am not sure what that would possibly achieve. It also sounds oddly specific to me for some reason. I would have just left a reaction instead of a reply, but there does not seem to be one describing confusion.

Why would you even need this?

Because it's impossible for someone to play with a drag click.

I may be wrong here, but considering we got mobile players, console players, etc. I feel like that might be the point. Having a high cps when you have players severely limited by their device might be considered unfair to some degree.

Besides, bedrock edition and cubecraft are very well playable without the need to drag click or have a high cps.

I click between 6 and 10 cps, and I am doing more than fine. I've never had a situation when I wished I was clicking faster, I did have situations where I wished I slowed the f- down, tho.

As mentioned by Matriox there is already a similar system in place.
