drag click still bannable?

i was gone a whole while, but when i was still playing, drag and double clicking was bannable. Now i was playing today again and already met multiple dragclickers who even admited to be dragclicking. I asked them about it and they said it isnt bannable anymore. Is that true? If yes, how comes it got allowed again?
